HR 2046 Introduced by Barney FrankAfter a much anticipated wait, Barney Frank released today the proposed bill to make online casino gambling in the United State legal.

I’m not one for the legal mumbo jumbo so I’ll give a run down of what the bill is proposing in layman’s terms. This is the first time we can honestly say that some real progress is being made other than everyone just saying, “Online gambling should be legal.” Frank’s bill shows how and why we can make it legal and still satisfy everyone.

Ok, so the big thing to ban internet gambling in the first place was to stop money laundering, underage gambling, and obsessive gamblers.  Most would agree that this is a problem indeed, maybe not to the extent that opposers to online gambling make it out to be, but a problem nonetheless.

In this proposed bill Barney Frank lays groundwork for exact technology that can be used to curb these problems.  I’ll pin point one, obsessive gambling, because this is probably the most destructive type of any gambling.  In the proposed bill HR 2046 Barney Frank shows that even this can be stopped by implementing betting limits, and lists you can be placed on to stop you from gambling online all together.

He also of course wants to keep the US government happy so indeed there would be taxes for those that are licensed to operate and accept bets from US online poker and casino players.  Guidelines would of course need to be met before they issue a license to any online gambling operation.

So that was basically the bulk of the bill.  It still needs to pass the House and Senate just like the UIGEA and most believe it will not pass because of the nature of the business and politics involved.  It may not pass this time around but because the bill seems to make everyone happy and create a safe gambling environment it could definately pass in the future.
