Support for HR 2267 Continues to Grow

HR 2267, Barney Frank’s pro-internet gambling bill that made headlines last week after it passed through the House Financial Services Committee, continues to gain support. Soon after the bill was passed by a 41-22 margin, Congressman John Campbell announced that he would be co-sponsoring the legislation.

This brings to seventy the number of co-sponsors that Frank has managed to pick up for the Internet Gambling Regulation, Consumer Protection and Enforcement Act.

Campbell said that he agreed to back the bill after it went through what he considered a number of critical amendments, including some initiated by himself. For example, Campbell insisted the HR 2267 made accommodation for players to select their own loss limit. This, together with other consumer protection amendments, led to Campbell’s change of heart.

However, not everyone was happy about the changes made by Campbell to HR 2267, especially the Interactive Media Entertainment and Gaming Association (iMEGA). The group’s chairman, Joe Brennan, said: “Campbell’s amendment puts all of the costs of prevention on the operators. It essentially liberates individuals from personal responsibility and casts the industry as nothing but a harbinger of doom for people who are powerless. I can understand that people want to put protections in place, but you’re talking about upping the ante. How many operators will be able to afford that?”

HR 2267’s growth in popularity, however, was seen as a positive thing by other groups such as the Safe and Secure Internet Gambling Initiative (SSIGI) whose spokesperson said: “It was good to see some new members supporting HR 2267, including Congresmman Campbell, which further illustrates that this is a bipartisan bill,” referring to the fact that Campbell is a Republican.
